Who are the apartments for, and when can people apply?
What income range do the apartments serve? The city says the rental units will serve households earning 20% to 80% of area median income (AMI). Income limits depend on household size, and individual projects can have different mixes. As an example, the city's page says a two-person household qualifies for a 50% AMI unit with a gross annual income of no more than $63,950, based on 2025 figures. Limits are updated over time, so check the city's current table. When will leasing start? Based on the city's page, the earliest leasing is expected in fall 2027, and the other projects follow from winter 2027 through summer 2028. These are expected dates, not promises. Construction schedules can change, and I do not know when each project will begin taking applications. How do you find out about the apartments? The city offers Affordable Housing Interest Lists, where you can sign up for updates by email or text. These are interest lists, and they are not application waitlists or a guarantee of an apartment. For questions, the city's Housing division is at 510-494-4500.I cannot tell you whether you will qualify for a particular apartment or whether one will be available. The property managers and the city will explain the application rules, and they apply to every applicant. What could this mean for buyers, sellers and renters?
Do the new apartments change home prices in Fremont? I cannot say. These are income-restricted rentals, not homes for sale, and prices depend on many things, including interest rates, local jobs and the supply of homes for sale. I do not predict price changes. What I can show you is where the market has been. For sales that closed between October 21, 2025 and October 21, 2026, based on my MLS data:- Fremont houses (863 sold): median price $1,715,000, about $1,045 per square foot, a typical 10 days on the market, and about 64% sold above list.
- Fremont condos and townhomes (393 sold): median price $835,000, about $661 per square foot, a typical 25 days on the market, about 31% sold above list, and median HOA dues of about $450 a month.
What Fremont households can do now
- Read the city's page. The upcoming affordable units page has the project locations, unit counts and expected leasing dates, and it is updated by the city.
- Sign up for the interest lists. If you might want one of these apartments, join the city's Affordable Housing Interest Lists for updates, and check the income table to see where your household stands.
- Do not wait on an apartment you have not been approved for. Dates can change, and approval depends on the application, so keep your other housing plans going.
- If you are thinking about buying, run your own numbers. A lender can tell you what you could afford and what you would need for a down payment. I can show you what is on the market in Fremont, Newark and Union City.
- If you are thinking about selling, start with the home. I can estimate what your home might sell for and what it would take to prepare it.
