What is the program?
The program provides money toward the purchase of a home in Newark. It comes as a deferred payment loan, which in general means payments are postponed rather than due every month. The City describes it as financial assistance for eligible first-time homebuyers buying inside Newark city limits.Hello Housing, a 501(c)(3) nonprofit, administers the program. Applications are accepted until funds are fully expended, so the money is limited and not everyone who applies will receive it.For the full rules, read the Program Guidelines linked from the Hello Housing page, since the terms of the loan (when it is repaid, any interest and any resale rules) are in that document.Who qualifies?
Based on Hello Housing's page, the main requirements are:- Eligible first-time homebuyer. The page uses the term but does not define it. Check the Program Guidelines for the exact definition.
- Income within the program's limits. Help is tiered by Area Median Income (AMI), a measure of household income compared with the local median. The page links to a separate eligibility page with the income figures for each tier.
- A home inside Newark city limits. The home you buy has to be in Newark.
How much help can you get?
The loan amount depends on your income tier. Hello Housing lists maximum loans of $150,000 and $200,000, with the higher cap going to the lower of the two income tiers it names (households at or below 100% and 120% of AMI). In every case the loan cannot be greater than your first mortgage. Those are caps, not what each buyer receives. The page does not give an interest rate, a repayment schedule or a loan term, so ask Hello Housing which cap applies to your household and read those terms in the Program Guidelines before you count on a specific amount. How to apply, step by step
According to Hello Housing, the process runs in five stages:- Pre-application, due January 8, 2027 at 5:00 PM. Submit it online through the "Apply Here" link on the Hello Housing page.
- Mandatory workshop, January 20, 2027. It is held virtually, and invitations are emailed after the pre-application deadline.
- Lottery and full application, the week of January 25, 2027. Households are ranked by lottery, and top-ranked households are invited to complete a full application in batches until funds run out.
- Conditional approval. Approved applicants have 120 days from the date of the approval letter to shop for a home, and funds are reserved for them during that time.
- Final approval and closing. Once you are under contract, Hello Housing works with you, your agent and your lender to finalize the loan.
Other programs to look at
The City also points buyers to two other programs, which are separate from Newark's:- AC Boost is Alameda County's down payment assistance program, funded by Measure A1 and managed by Hello Housing. It is aimed at first-time homebuyers who live in, work in or have been displaced from Alameda County. When I last checked, its pre-application period was closed, so sign up for its mailing list to hear about the next round.
- Home Access Program is a down payment loan from the Housing Trust. Check its current eligibility and funding before you plan around it.
What to do now
- Read the Program Guidelines and eligibility page on the Hello Housing site, and confirm your income tier.
- Put the dates on your calendar: pre-application January 8, workshop January 20, lottery week of January 25.
- Talk to a lender early. You still need a first mortgage, and the assistance loan cannot exceed it. A pre-approval shows which price range is realistic.
- Gather your paperwork (pay stubs, tax returns, bank statements) so you are ready if you are invited to a full application.
- Call me before you start shopping. I can show you what homes in your range look like in Newark right now, and explain how an offer works when assistance funds are involved.
