Oakland’s Measure FF narrows foreclosure tax exemptions, impacting property transfers in 2027
Oakland’s Measure FF is about who qualifies for a foreclosure-related transfer-tax exception. It would keep existing tax rates while narrowing the general foreclosure exception. One proposed exception depends on BOTH the property and the recipient: four or fewer residential units transferred to a natural person or family trust. Other exceptions have their own conditions. The measure would also let City Council amend the foreclosure-related exceptions by ordinance. This is a proposal on the November 3, 2026 ballot. If approved by a majority, it would take effect January 1, 2027. My view: before calling an Oakland investment a deal, understand the property, ownership structure, transaction and costs. A headline cannot do that work for you. Save this checklist before evaluating a foreclosure purchase. This is a neutral explainer, not a voting recommendation.
