The Rise Cupertino Modification #4: What Changed in Blocks 1 & 2?

Another piece of The Rise at the former Vallco Mall site is moving forward as Cupertino continues to work through the details of one of the largest redevelopment projects in Silicon Valley.

On August 24, 2026, the City of Cupertino approved Modification #4 affecting Blocks 1 and 2 of The Rise. Together, these two blocks remain planned for 493 homes — 235 residences in Block 1 and 258 residences in Block 2.

Importantly, this latest modification does not reduce the number of homes planned for either block. Instead, the changes primarily involve parking, building access, loading areas, waste-management areas and other design refinements as the project moves toward future building-permit submittals.

That may sound less dramatic than a groundbreaking or a new architectural rendering, but these types of details are important. The Rise has spent years moving through planning, approvals and revisions. Increasingly, we're now seeing decisions involving individual buildings, infrastructure, streets, parking and the practical details required to turn the approved development into an actual neighborhood.

At Block 1, one of the notable changes involves an increase in residential parking along with a new retail parking entrance from Street A.

Block 2 also receives additional residential parking. The back-of-house loading and waste-management area is being relocated from Wolfe Frontage Road to Street 2. There are also modest adjustments to residential and retail floor areas and other building refinements.

For buyers interested in eventually purchasing at The Rise and Town Square West, this is worth following — but it's important to understand what this approval does not mean.

This is not yet a sales launch.

Pricing, individual ownership floor plans, HOA dues, deposit requirements, reservation procedures and specific sales-release dates have not been publicly announced as part of this approval.

Those details will become particularly important because Town Square West is planned to include 1,369 homes, including 393 for-sale homes, 744 market-rate rental homes and 232 affordable rental homes.

The 393 future for-sale residences are especially interesting from a Cupertino real estate perspective. Major new-construction homeownership opportunities are relatively unusual in Cupertino, and several hundred new homes could eventually give buyers a new alternative to the city's existing single-family homes, condos and townhomes.

There are still many questions that need to be answered before buyers can realistically compare these future homes with today's Cupertino inventory.

What will the ownership floor plans look like? How large will the homes be? What will prices start at? What will the HOA dues include? How much parking will individual residences receive? When will reservations begin? And when will the first homes actually be ready for occupancy?

Those answers haven't been announced yet, and I don't think it makes sense to speculate.

Instead, I'm continuing to follow Cupertino City documents, development applications, permits and confirmed project milestones as The Rise progresses.

The bigger story is that the former Vallco Mall redevelopment is moving through increasingly detailed implementation steps. Earlier discussions centered largely on whether Vallco would be redeveloped and what the enormous project would eventually contain. Today we're increasingly talking about specific blocks, Final Maps, infrastructure, parking configurations, building access and future permit applications.

That's progress worth watching.
