665 Homes and 458-Foot Towers: Menlo Park’s Willow Park ProposalOne of the most consequential development proposals on the Peninsula is taking shape at a property many longtime Bay Area residents will immediately recognize: the former Sunset Magazine headquarters at 80 Willow Road in Menlo Park.The proposed project, known as Willow Park, is remarkable for its scale. Current plans call for approximately 665 homes, 332,000 square feet of office space, 17,000 square feet of retail, a 130-room hotel and a preschool. The three principal mixed-use buildings would range from approximately 301 to 458 feet tall.If anything close to the current proposal is ultimately built, it would represent a dramatic change for this part of Menlo Park.

More Than a Development Story

Willow Park has attracted national attention partly because the property is controlled by Russian businessman Vitaly Yusufov, son of former Russian Energy Minister Igor Yusufov. But the ownership story is only one piece of a much more important local real estate issue.The real battle involves California housing law, Builder’s Remedy, local development standards and Menlo Park’s authority over what can be built.California Attorney General Rob Bonta’s office entered the dispute in July 2026, challenging Menlo Park’s handling of the application under state housing laws. The developer has also threatened litigation. The Historic Sunset Magazine Campus

The location makes this project particularly significant. The Willow Road property was the longtime home of Sunset Magazine, and its low-rise buildings and landscaped grounds became an important part of the Peninsula’s postwar history.The former Sunset property has been determined eligible for the National Register of Historic Places and is listed in the California Register of Historical Resources. That does not necessarily prevent redevelopment, but it adds historic preservation to an already complicated planning and housing debate.

What Could 665 New Homes Mean for Menlo Park?

From a real estate perspective, Willow Park illustrates how quickly the development landscape is changing across Silicon Valley.Six hundred sixty-five additional homes would represent meaningful new supply in an area where housing is exceptionally expensive and developable land is scarce. At the same time, the proposal includes substantial new office and hotel space, while buildings approaching 458 feet would introduce an entirely different scale of development to this part of Menlo Park.Nearby homeowners will understandably be watching traffic, construction, infrastructure and views. Buyers should also pay attention.
