What Prop. 37 Does
Prop. 37 lets the California Housing Finance Agency (CalHFA) sell up to $25 billion in bonds and use that money to lend qualified buyers up to 17% of the price of a newly built home. The loans are fixed-rate second mortgages. Buyers repay them through their monthly payments, so the program is designed to be paid back by homeowners rather than by taxpayers. To qualify, a buyer needs to have lived in California for at least a year, must live in the home as a primary residence, can earn no more than twice the area's median income, and has to put at least 3% down. The program applies only to new construction where you are the first buyer, not to resale homes.Voters also appear to have approved Proposition 1, which lets the state borrow more than $11 billion for housing programs. Together, these measures show that Californians want more paths to homeownership. What the Numbers Could Look Like Locally
Let's make this concrete. REALTOR®.com puts Elk Grove's October median list price at $637,925. On a home at that price, 17% would be about $108,000 from the state loan, and the buyer's 3% down payment would be about $19,000. For many first-time buyers, the down payment is the biggest hurdle, much bigger than the monthly payment. Turning a six-figure savings goal into something closer to $19,000 is a real difference.Remember that a second loan is still a loan. It adds to what you owe, and the rate and terms will affect your monthly budget. That's why I always encourage buyers to look at the whole payment, not just the cash needed at closing. The Important Caveat: Nobody Can Apply Yet
I want to be clear about this, because I already hear from people who want to sign up today. CalHFA still has to set the loan terms and rates, and the results are still AP projections. There is no application to fill out yet. Be careful with anyone who says they can get you "pre-approved for Prop. 37" right now. What This Means for Buyers
If you're a middle-income buyer who has been priced out, this is your signal to get prepared, not to rush. The buyers who move first when a program opens are usually the ones who already have their paperwork ready. Because the program covers only new construction, it's also worth getting to know the new communities in Elk Grove and around Sacramento now, so you know which builders, floor plans and price ranges fit your budget. What This Means for Sellers
If you own a resale home, Prop. 37 doesn't apply to your buyers directly. Some first-time buyers may lean toward new construction once the loans are available, so pricing and presentation will matter even more for resale homes competing nearby. The good news is that buyers who move into new homes often have homes or rentals of their own to leave behind, and that keeps the whole market moving. A well-priced, well-prepared home still sells. What This Means for Builders and Land Owners
For builders and land owners, this could widen the buyer pool. Middle-income households who couldn't save a large down payment may become qualified buyers for new homes. It's worth watching how CalHFA sets income limits and terms, and thinking about how your product and pricing line up with buyers earning up to twice the area median income.A Practical Checklist for Buyers
- Check your credit report now and fix any errors well before you apply.
- Gather two years of income records: pay stubs, W-2s or 1099s, and tax returns.
- Build your savings toward at least 3% down, plus closing costs and a cushion.
- Look up your area's median income so you know roughly where you stand.
- Make sure you'll have at least one year of California residency.
- Talk with a lender about your full monthly payment, including a second loan.
- Tour new-construction communities so you know your options.
- Follow CalHFA announcements and wait for the official terms before committing.
My Take
Prop. 37 isn't a shortcut, and it won't fit every buyer. But for families in Elk Grove and Sacramento who earn a steady income and have struggled to save a big down payment, it could open a door that felt closed. The best thing you can do today is get ready, so you can act with confidence once the details are out.If you'd like to talk through whether you might qualify, or how this affects your plans to buy, sell or build, I'm always happy to help.Anna Chi HuangThe Superior Realty Group, eXp RealtyDRE# 01851808Sources: Sacramento Bee, "California approves $11 billion housing bond.
